The Secretariat ensures operational execution, interministerial alignment, monitoring and government-grade reporting, under the strategic authority of the Ministry of Tourism. It oversees compliance with safeguard standards and produces reports published on the Reports & Transparency hub.

Governance Overview
DRCTourism's governance operates through two core institutional bodies: the Interministerial Steering Committee, which provides strategic direction and policy oversight, and the Technical Secretariat, which ensures operational execution and coordination.
Steering Committee
Sets strategic priorities, approves programs, and oversees governance compliance across 15 ministries.
Technical Secretariat
Executes programs, coordinates between ministries, manages digital platform, and produces institutional reports.
How Decisions Are Made
- Strategic decisions are made by consensus within the Steering Committee, with final authority resting with the Ministry of Tourism
- Operational decisions are delegated to the Technical Secretariat under approved mandates
- Program approvals follow a structured review process: proposal → technical assessment → committee endorsement
- Reporting lines flow from provincial focal points through the Secretariat to the Steering Committee
